An national association of health centers wanted to double the number of sites and patients. Each center analyzed its unmet need, staffing, and capital infrastructure and developed a 5-year plan and budget. Plans were rolled up into statewide plans. A nationwide plan was submitted to Congress with an appropriation request. A series of stories and key messages supported the data and financials, while putting a face on the people served. A focused advocacy campaign targeted bi-partisan support. The bill’s co-signers gained the support of President Bush with Congress appropriating $1.6 billion.
